Based on strong support from FMC, the US EPA and the Army Corps of Engineers, the Front Royal-Warren County EDA is aggressively moving forward with the redevelopment of the former Avtex Fibers site. This effort includes a 160-acre commercial/industrial redevelopment and 240-acre Conservancy Park. The working name of the commercial/industrial redevelopment effort is Royal Phoenix.
The Royal Phoenix plan has two economic pillars: hospitality and innovative technology.
Plans for the hospitality component include a Wine/Culinary Institute, a Virginia artisan center, retail establishments and a hotel and conference center.
The innovative technology component will include an incubator for technologies that can be commercialized from the six National Laboratories, a market/business support center for foreign technology firms entering the US market, and manufacturing and office space for graduates of the incubator.
The project timeframe is dependent upon recruitment of investors in the Royal Phoenix concept at a level of approximately $100-120 million.
