Technology Zone Program

The Technology Zone Program is designed to encourage location of technology-based companies in Warren County. It is sponsored by the Town of Front Royal and the County of Warren and administered by the Economic Development Authority. The Technology Zone provides many advantages to a new business or one relocating to Warren County.

Two 125-acre Technology Zones have been established in Warren County. The Front Royal Technology Zone is located in in downtown Front Royal, and the Happy Creek Technology Zone is located in the Happy Creek Industrial Park.

The program provides the following incentives:
  • Permit fee grants;
  • Business, Professional and Occupational License Tax exemptions; and
  • Cash grants.
To qualify under the Technology Zone program, a company must derive their gross receipts from computer software, hardware or telecommunications sales, leases, licenses or services or for which computers or telecommunications are used to provide sales, leases, licensing, or services directly to the customer. Benefits are not available to regulated utilities, telephone companies or cable companies.

The company must create at least 2 full-time positions paying a minimum of twice the current minimum wage and must have a health and benefit plan whose value is equal to at least 10 percent of the base wage. The company must invest at least $10,000 in real estate, real estate improvements, leaseholds, equipment or machinery, exclusive of inventory.
