The U.S. Small Business Administration Historically Underutilized Business (HUB) Zone program is intended to help small businesses, located in what it calls "distressed" areas of the country, get preferential treatment when competing for government contracts.
To be eligible for the program, a small business (defined as one employing either less than 500 persons or having less than $5 million in annual sales), must be physically located in a HUB Zone and have at least 35% of its employees living in a HUB Zone.
Downtown Front Royal is one of those areas designated as a HUB Zone.
